Profile:
During the Georgia Health Policy Center's Medicaid reform effort, Dr. Cooney directed the Long-Term Care and Georgia Health Care Safety Net studies. His current areas of research involve the development of a client-related uniform information system and the evaluation of Community Care Service Program management. He developed an analytic model of Georgia's population with disabling chronic conditions for the Georgia General Assembly's Long-Term Care Study Commission. He also is serving as study director for the Georgia Health Policy Center's Care at the End of Life Quality Initiative for Georgia skilled nursing facilities.

Professor Cooney has served as principal investigator for more than 40 health care research, demonstration and evaluation studies funded by the federal government and private foundations. In addition, he has written more than 100 articles and monograph chapters. He formerly served as a tenured professor at Duke University Medical Center and UCLA School of Public Health, and chaired their respective graduate programs in health administration. He also has served as a senior executive with the former National Blue Cross Association and the American Hospital Association.
